This isn't always true.  If you have a vhs player capable of step frames,
toss in a movie from film and step frame it.  You'll notice that every 4
frames of motion the 5th frame is a duplicate of the last moving frame.  And
if you watch disney cartoons, especially 'Beauty and the Beast' you can see
how the duplicate frames can go all over the place.
